The Ministry of Finance and UNDP jointly organized a training in Good international practices in financing local services and municipal budgeting.
The training was carried out by renowned international experts from the Georgia State University (USA). It was assessed as highly beneficial for the representatives of all national and local institutions involved in the implementation of fiscal transfers.
During the training, the latest report on the Research into Local Governance and the Satisfaction of the Local Services’ Users in the Municipalities of Jegunovce, Cair, Konce and Krusevo was presented. This report, produced by the research team of the Tetovo-based South-East European University, found that financing of local services and local budgeting is a major challenge for the municipalities.
Another training on “Local fiscal policy research, monitoring and evaluation tools, and development of simulation models” was held in Struga. The training introduced the participants to the latest trends and methods in statistics for fiscal policy analysis, with the aim to further strengthen local government accountability. The Capital Grants Assessment Study, which elaborates on capital transfer issues in the country was presented to all participants who later debated on the existing opportunities for implementation of its recommendations.
Both events were organized in the frames of the “Social Services for Social Development and Cohesion” project, jointly implemented by the Ministry of Finance and UNDP.
The objective of this project is to move forward the fiscal decentralization agenda and ensure equitable provision of social services at local level.
