Decentralization and local governance in the Former Yugoslav Republic of Macedonia: An update


The decentralization process in the former Yugoslav Republic of Macedonia was launched a decade ago as an ambitious reform project—the democratization aspects of which were reinforced by the 2001 Ohrid peace agreement.

In addition to setting forth an ambitious decentralization agenda, the Ohrid accords were to provide local governments with the political, administrative, financial, and human resources needed to assume their new responsibilities. While some of these initial challenges—such as quality public service delivery and strengthened institutional capacities—have yet to be fully overcome, local governments have made important contributions toward building a stable, democratic, multi-ethnic state that brings government closer to its citizens.
