Knowledge and Policy Initiatives
In the country, UNDP supports public policy issues which are critical to the advancement of human development. Some of our strategic knowledge and policy initiatives include:
The National Human Development Report 2011 –focuses on Social Inclusion and Youth. It aims to explore the forms, patterns and root causes of exclusion of young people from the economic, social, cultural and political processes in the country. It provides quantitative and qualitative evidence, collected through hard statistical data, surveys and focus groups discussions. The entire preparatory process is being used to widen the dialogue, to better understand the complexity of the different forms and patterns of exclusion and to build up a consensus around the policy choices that can successfully remedy peoples’ poverty, discrimination and human rights related concerns.
The People Centered Analysis (PCA) aims at providing policy makers and the broader community with insights into people’s perceptions on political, social and economic issues, inter-ethnic relations and trust in institutions. Getting people’s views on their needs and concerns, especially of those whose voice could be hardly heard in the public policy processes, is even more important as the country devolves powers to local authorities. The 2010 issue of the PCA focused on the quality of social services, which fed the discussion and the policy work around the preparation of the new by-laws in the area of social protection, in the spirit of improving accessibility, quality and inclusiveness in the social protection system, particularly for the most vulnerable.
Mid-term Review of the Process of Decentralization: UNDP supports the Ministry of Local Self-government in undertaking a comprehensive analysis of the country’s progress following the first five years of its decentralization reform. The review is expected to take stock on the status of all the aspects of the decentralization process, the legal reforms, the institutional and fiscal capacities. The Review will also try to answer critical questions, such as: Did decentralization lead to better public services for citizens? Did it contribute to better representation and inclusiveness of the needs and views of all citizens? Did it contribute to better cohesiveness of the society? The collected knowledge will be utilized for enhancing the policy dialogue on the new Decentralization Programme for the period 2011-2013.
The project on Fiscal Decentralization is part of the strategic and continued programmatic interventions of UNDP in support of the fiscal decentralization reform and the social inclusion agenda of the country. It is assisting the Government in designing and adopting a new inter-governmental system for allocation of resources for full discharge of the decentralized competencies, which at the same will bridge the major development gaps among municipalities. The invested efforts are expected to result in more equitable distribution of financial resources and better municipal responsiveness to social inequalities and deficiencies of social services for vulnerable groups.
Building on the principles of the Paris Declaration, UNDP actively promotes aid effectiveness as a model of partnership that improves transparency and accountability on the use of official development assistance. Support is being provided to the Government for strengthening its National coordination mechanism and capacities within the Secretariat for European Affairs and line ministries in policy analysis, programming, monitoring and analysis to foster coherent planning and coordination between the Government and donor community.

Twelve Municipalities Commit to the Fight against Corruption
|

The mayors of twelve municipalities (Veles, Gostivar, Strumica, Kavadarci, Gevgelija, Kocani, Debar, Sveti Nikole, Kratovo, Petrovec, Brvenica and Aerodrom) signed a Memorandum of Understanding with the State Commission for Prevention of Corruption and UNDP, committing to introduce integrity systems in their municipalities.
